High Fats, Salt & Sugar (HFSS) Regulation

The UK HFSS regulation applies several promotional limitations to certain product categories that are high in saturated fats, salt and sugar: 97% of UK chocolate and sweets on shelves will be affected (Source: IRI). If you want to know more about which products fall under the HFSS category, read here.

If you are thinking to advertise your product after the regulation will be introduced, then you have 3 strategies at your disposal:

  1. Choose ingredients that score better, or
  2. Reformulate the existing product, or
  3. Launch a new recipe that does not fall under the HFSS category

1. Choose ingredients with a better HFSS score

The most straightforward and easy-to-implement strategy is to choose ingredients that score better in HFSS algorithm.

Barry Callebaut has developed a range of chocolates, decorations and inclusions that meet this need: compared to standard chocolate, the Sugar Solution range scores better thanks to lower sugar and fat content, without compromising on taste, texture and workability.

2. Reformulate the existing product

Often, replacing new ingredients with better scoring alternatives will not be enough. When that is the case, you could decide to reformulate the new recipe. It may include introducing chocolate with a better HFSS score, reformulating the dough, and replacing decorations with better scoring ones, such as nuts.

Due to a deep ingredient knowledge, Barry Callebaut's experts are able to quickly help identify which direction you should take; thanks to the wide portfolio of chocolate and decorations, we can also suggest the right ingredients to introduce. 3. Launch a new recipe that does not fall under the HFSS category

Replacing part of the ingredients or reformulating the entire product is not suitable for all recipes. In this case, you may think about a new launch following the new HFSS ban: by communicating the new launch, you can keep your brand at the top of your consumers' minds and strengthen your brand awareness.

You can start from diving into our Sugar Solutions range: chocolates, fillings, coatings, decorations & inclusions that have a better HFSS score compared to standard products.
